Just two weeks ago millions of Iraqis defied the threats of terrorists and went to the polls to determine their own future. I congratulate the Iraqi people for the courage they've shown in making these elections so successful.

We know the threats - from global terrorist networks to the spread of deadly weapons. Yet we also know that embedded in this time of danger is the promise of a new day if we have the courage and commitment to work together.

It is vital that the United States maintains open lines of communication with our allies. We must assure them of our commitment to eradicating global terrorism wherever it may reside or wherever it's given haven.

I think we have to face the reality that in a society where there is a legitimate threat of terrorism not being able to see one's face not being able to have some sense of communication in that way is for many societies a challenge.

I told you I'm not going to criticize my successor. I'll just tell you that there are people at Gitmo that will kill American people at a drop of a hat and I don't believe that persuasion isn't going to work. Therapy isn't going to cause terrorists to change their mind.

We first fought... in the name of religion then Communism and now in the name of drugs and terrorism. Our excuses for global domination always change.

It's not just Bin Laden or just those that are involved in the counterterrorism effort. We've gotta cast the net broader than that.
