Unfortunately corruption is widespread in government agencies and public enterprises. Our political system promotes nepotism and wasting money. This has undermined our legal system and confidence in the functioning of the state. One of the consequences is that many citizens don't pay their taxes.

Every year the Federal Government wastes billions of dollars as a result of overpayments of government agencies misuse of government credit cards abuse of the Federal entitlement programs and the mismanagement of the Federal bureaucracy.

Somehow liberals have been unable to acquire from life what conservatives seem to be endowed with at birth: namely a healthy skepticism of the powers of government agencies to do good.

Since taking office President Obama has signed into law spending increases of nearly 25 percent for domestic government agencies - an 84 percent increase when you include the failed stimulus. All of this new government spending was sold as 'investment.'

Our budget works to reduce and eliminate the risk of attacks at our ports rails in the skies our food supply and roads by allowing for increases in many of the programs and agencies to help protect these important areas of commerce and travel.

We intend to keep the lines of communication open with the Defense Department so we can help our border law enforcement agencies navigate the equipment application process.

The reality of split government puts a premium on creativity within the administration. President Obama needs to put the right people in charge of the agencies and then have them push the bounds of administrative power to change policy through those agencies. President Obama has a pretty good track record of this.

My approach to cutting spending as president is to do a ten percent across the board cut of all federal agencies and then ask each of my new agency heads to find another ten percent by drilling down. That's what you do in business to come up with approximately 20 percent cuts for the first fiscal year budget.

Advertising is a business of words but advertising agencies are infested with men and women who cannot write. They cannot write advertisements and they cannot write plans. They are helpless as deaf mutes on the stage of the Metropolitan Opera.

Perhaps the best motivation for going to Mars is political. It is obvious that no single nation currently has either the will or the resources to do it alone but a consortium of nations and space agencies could achieve it within 20 years.
