The Constitution was the expression not only of a political faith but also of political fears. It was wrought both as the organ of the national interest and as the bulwark of certain individual and local rights.
Man has as it were become a kind of prosthetic God. When he puts on all his auxiliary organs he is truly magnificent but those organs have not grown on him and they still give him much trouble at times.
